Since 2002 the Johns Hopkins University, Center for Technology in Education (CTE) has assisted in the annual Special Olympics of Maryland (SOMD) Athlete Congress. CTE has facilitated both the official Athlete Congress session which takes place every November, as well as the Athlete Congress Preparatory Course, which meets in the spring each year.
